probably Flemish
A nocturnal shows the local time at night, by measuring the rotation of the constellations of the Great Bear and the Little Bear around the Pole Star. This brass example was made around 1620, probably in the Flemish workshop of Michael Coignet.
The photograph shows the back of the instrument. The circle next to the small pointer is marked 1-12 twice. The main dial is marked 0-180-0, 1-29, and has the names of various places on the Flemish seaboard.
