Whetstone or burnisher

A whetstone is a stone used to sharpen knives or tools. This stone object may be a small whetstone or a burnisher, a rubbing tool used to smoothing an object. It was found at Beachons Farm at Edinkillie in Moray, and could date any time between 2000 BC and 1900 AD.

Whetstones and burnishers were used over a very long time - modern examples differ little from ancient ones. Whetstones were used to sharpen weapons and everyday tools, while burnishers were used for a number of purposes, including preserving hides.
