This is the obverse of an 1813 silver five shilling piece from New South Wales in Australia. Also known as a 'holey' dollar, the coin was originally a Spanish dollar of Charles IV.
While the obverse has a Latin inscription around the edge for Charles IV, the border around the stamped-out hole is inscribed 'New South Wales 1813'.
Counter-stamped dollars were captured foreign coins, counter-stamped and reissued to make up for the shortage of official coinage.
